First off, welcome!
If he was on TDRL, the minimum he can be paid by law is 50%. What is sometimes confusing is that the minimum rating to be placed on TDRL is 30%. So, he could have been rated at 30%, but paid 50% of his retired base pay, and still have been rated completely differently (or not at all if he didn't file) by the VA.

What happens if the Air force found me unfit due to PTSD and placed me on TDRL. What will the va do with this information and do I qualify for CRSC due to having 13years and 6 months.

Funny you should mention...yes, the States administer the UI program on their own. In the case of military members, the Fed. Government funds the payments, but eligibility/etc. is run by the state.
But, based on Dragonfly's experience, it sounds like you should be eligible. All you can do is apply and see what happens.
I just re-read what I wrote, and realized how confusing that sounded. LOL
Each state has it's own rules, but I don't know of any state that will deny UI benefits to veterans, even those receiving SSDI. You are just limited on the amount of income you can receive once you do find a job, and that will impact the amount you receive from SSDI. If your income does not exceed the UI benefit, you'll get a partial UI benefit for that week.
SSDI only looks at the actual month of income you received. I think the threshold for income is $1200 per month (or close to it) and nothing over $900 for any dependent benefit (if a spouse works and gets a SSDI payment). Then it will be reduced dollar for dollar.
