Based upon my experiences within the DoD IDES MEB/PEB process, I offer feedback as annotated below:
Q1. What exactly is the 199?
A1. The DA Form 199 is the Informal Physical Evaluation Board (PEB) Proceedings document which gives a recommend disposition for disability military retirement, medical conditions determined to be unfittting, medical conditions determined not to be unfitting, administrative determinations, and instructions and advisory statements.
Q2. Is that the finalized ratings?
A2. No.
Q3. Peblo said wait for orders is 2-14 days so does that include wait time for the final ratings?
A3. No.
In retrospect, the IPEB determined that your husband was unfit; therefore, the PEB forwarded his DoD IDES case file to the DoVA D-RAS (e.g., VA Rating Board) to rate his "referred" PEB-determined unfitting conditions and "claimed" condition as listed on the VA Form 21-0819.
As such, when your husband's PEBLO received the IPEB fitness determination and disability ratings (via the DA Form 199), the PEBLO should have informed him of his IPEB findings and his options within three days.
To that extent, it seems that your husband concurred with the IPEB's "unfit for duty" decision; therefore, elected to concur with the decision via his payroll signature. In turn, now, you both are awaiting official military disability retirement orders via the TRANSPOC II system.

Jumped to "preparation for decision" on Tuesday
Went to "pending decision approval" yesterday
Went back to "gathering of evidence" today
From what I read here that means there is a chance the ratings are done. Will be doing some calling to PEBLO/DAV tomorrow.

If you click on the upload documents button it tells you what th are waiting for. If it says dd214 then your ratings are done and in transit to Peblo.

My current Rep is with the Texas Veteran Commission but I need to transfer responsibilities over to the DAV so I can have a little more eyes and ears on my packet since I'm 2300 miles away, lol

Ok so i am at 144 days waiting on ratings from DOD/ VA dras seattle washington there is a PEB Forum and i read it and people with same time getting theirs back or i talk to fort hood and it takes 120 days to get them back but yet nothing i think once i get over 150 it will be time to get a congress man involed because no one can tell me where my packet is or anything.........

Foardj we are at fort polk, la. It's hard to look at someone else's timeline and guess your own. You may have more or less claims and they can be more or less complicated so it takes longer to get your ratings. Our neighbor started his 2 moths after us and is receiving ratings next week. We had 23 claims he has 50-60. But his also include TBI & PTSD. My husband only has/d physical claims no mental claims so his were less complex to rate. I definetly understand the stress and anxiety about not knowing what's happening and waiting to hear anything. We got lucky only waiting 4 1/2 months, and with 2 small kids and a baby on the way I need all the time I can to prepare.
DAV (in Seattle) has been very helpful to me, twice now they have given me information that my PEBLO was holding back.

I cannot recall, but if you call (206-341-8267) them they will walk you through the process. I had to download a VA form, fill it out/sign it, scan & email back to them.
Be sure to explain that you are still in the military and in the IDES process; that part took some explaining, but they were very professional and told me what they were seeing in the system.
My PEBLO has been hesitant to give out "unofficial" information (maybe he had a bad experience?), while the DAV rep gave me more information in 5 minutes than I had gotten in 5 months.
The DAV couldn't really advise me much on the IDES process beyond what the "computer" says and they told me to follow up after getting out and they could help me more.
Hmm, the use of a VSO (via attached file) as a "veteran" could definitely result in positive outcomes in the preparation, presentation and prosecution claims under laws administered by the DoVA. But, to enlist the services of a VSO while still on Active Duty in the U.S. military is a consideration that should not potentially be signed just for the purpose of obtaining DoD IDES DoVA proposed ratings or periodic DoD IDES case file status updates in my opinion.
To that extent, albeit a limitation of consent does exist, an authorization for VSO representative's access to records protected by Section 7332, Title 38, U.S.C. shall start for any records that may be in the VA facility having custody of the VA claimant records relating to include treatment for drug abuse, alcoholism or alcohol abuse, infection with the human immunodeficiency virus (HIV), or sickle cell anemia until officially revoked.
Bottom line is to be very well-informed, very cautious and very aware of any potential decision to appointment a VSO as a claimant's representative while in the DoD IDES MEB/PEB process as an Active Duty military service member in my opinion; it's valid for five years or until officially revoked!

I just noticed a change in my Ebenefits today. I dont remember it saying preperation for decision I thought it was at review of evidence but it still says evidence requested is passed due. Does anyone else have any input or experience with this??? Thanks
