When and How to apply for CRSC

I am done with PEB. 60% DOD , 90% VA. I have orders and am clearing. My actual retirement date is 29May17.
Most of my conditions are rated 'gulf war induced', to include 50% for PTSD.

1. Do I have to wait until my retirement date to apply?
2. Where/how do you apply?
3. Would I qualify given info above?
4. How do you determine how much $ you get?
5. Is CRSC in addition to retirement/Va pay?

There is a whole section of this site dedicated to CRSC. Just type it in the search box above and browse at will. If your questions aren't answered there, then I'm sure someone here can answer them. I can answer two of them for you now. You do have to wait until after you are retired to apply and just because it says "Gulf War induced" doesn't mean that it is combat related.
