VA Claim Dependent- Parent

Hi, I just wanted to see if anyone has gone through this or is familiar with the steps of adding a dependent but a Parent to your benefits. I already am claiming my 3 kids and spouse. I just seen recently someone said they were taking care of their parent and had no idea this was a thing. Long story short, my wife's mother lives with us for the past 10 years, she is 100% disabled however she does receive SSDI monthly. She does not pay anything or is financially responsible for anything in our household. Does anyone know what the income bracket is? She don't get much I believe about $900/month that goes to her food only. My father in law also lives with us, unable to work but does not have any stream of income monthly. Any help at this time will be great but I also do not want to file if it's going to mess up my mother in laws SSDI income. Any information would be helpful. Thank you.
I am aware of form
VA FORM 21P-509, APR 2021 that would need to be filled out and sent via mail.

Income limitation
To qualify as a dependent, Your parent must not have earned or received more than the gross income test limit for the tax year. This amount is determined by the IRS and may change from year to year. The gross income limit for 2022 is $4,400 .Feb 28, 2023

IRS:
Gross income means all income the person received in the form of money, goods, property and services, that isn't exempt from tax.
Don't include Social Security
