To whom should I appeal?

So long story short I was sort of backed into a corner and accepted findings that were erroneous. The IPEB erroneously attributed my unfitting conditions to be pre existing. I just don't have the time/energy to fight this on active duty.

Here is what I'm hoping to accomplish:

PTSD - correct the erroneous EPTS finding, and receive the 50% rating from the DOD. (50% VA)

R shoulder - was found fitting. I would like this to be unfitting, as the PEB based their determination on an out of date medical exam (20% VA)

Back condition - Not a referred condition, but should have been. Would like to add this to my list of unfitting conditions. (20% VA)

Ideally I would end up with 30% and PDRL.

Which board is the appropriate place to lodge my appeal? The BCNR or the PDBR? I'll largely be writing my appeal mostly on my own, but will be retaining an attorney to review everything and give advice before I send it off. Ideally, I'd like to have them help me every step of the way...but $7500 is quite a bit of money, and a sum I don't necessarily have lying around.

You are asking for a past error to be changed. You did not challenge the decision at the time. You option is the BCMR.
 
I'm tracking. I appreciate the help, this whole thing can be a little overwhelming
