If I sent my package to the IPEB on April 19 but it was accepted by the IPEB on May 3 do I count from the day it was sent or the day it was accepted?

I've been confused on this. Thank you for any info you can provide!

Day it was sent. Usually they get it around the same time and just dont update the paperwork. As far as you are concered, your peb process started the day you signed off on your meb paperwork and had it sent out. So for you, April 19th.
 
Probably from the date it was accepted but mine was accepted the same day it was sent so I can't be certain.
