So how does Severance Pay work? Is it completed at my base finance?

So the clowns at my local finance office, after telling me twice that I was ineligible for Severance(even though my paperwork clearly says "Discharge with Severance", finally "calculated" my severance for me.

They rounded DOWN the years of service(I'm at 4 years and 8 months), and then told me it would be taxed 3.5% state and 25% Federal? So...what's the truth? If they're wrong, I do NOT want them to be the ones who actually pay me(and screw it up), please tell me it's DFAS who actually knows what they're doing. Can someone help me out?
 
Severance is usually done by your local finance and then sent forward to DFAS Cleveland where they should correct anything that is not correct. Anything that is 6+months is supposed to round up, so you should be getting payed for 5yrs. Was your disability combat related?
 
Aww crap. So if the Local Finance sends wrong numbers, will DFAS correct it? Do you know we're I can find the reg so I can get my base to do it right?
