Should you submit a statement?

My view is you only submit statements if they have a purpose. And if you do submit one, the statement should be drafted to meet that purpose. This is true at any point in the process. So, if you are considering a statement disagreeing with the MEB, you want it to address factual errors or omissions in including conditions. I would not get nitpicky if there are errors that do not impact the outcome. Your letter will want to stay focused on evidence and not personal opinion. I find it best to state what you want them to do (in a respectful tone), state the standard from the relevant regulation, then cite evidence (which you may want to enclose) showing you meet the standard.

This is more of an art than a science, in my opinion. Others may disagree with my views.

I tried to talk to the local PEBLO today, but I was told that I dont talk to them until AFTER the PEB makes a determination.. Is this right?
 
Part of their duties are to provide services from the initiatiation of the MEB. It is specified in DoDI 1332.38. There are some great PEBLOs out there, others, not so great. I don't know why they would not want to meet with you earlier.
 
I agree with Jason on the statement

My PEBLO kept trying to get me to write a letter. She wanted me to say haw my injury affected my personnel life, but at the same time kept telling me how only stuff that makes me unfit to be a solider could go up to the board. So I have not written one. The only reason that I might is my ROM at the MEB was much better than from my civilian therapist, so I am having her test it again on Monday and if she finds the same ROM then I will submit her statements and a statement of my own.
