Severance Pay back

So I’m being given about 20,000 conflicting statements and want to hear from some of you who might be experts.

I am being separated medically with 20% DoD and 100%VA. I know I have to pay back the severance but the question I’ve been asking with NO answer from VA or Dfas is how does the recoupment happen is it 100% before I receive my VA disability pay or is it they take the 20% a month from my disability pay until it’s paid in full?
 
It depends. Typically, they will completely hold your VA pay until you are done paying back the severance. That said, I have seen people say they were able to get their VA pay reduced by a little until the severance was paid back. I believe the official guidance is that they WILL hold ALL VA pay until severance is recouped, so I would plan for that. Anything else is an exception to the rule, not the norm.

So with this how does the VA expect people to make ends meet. I’m struggling to find a job that will pay decently enough. My military job I’ve done for 16 years is not something I can do again because I can’t climb up and down aircraft. I just don’t see how taking a full amount from someone who has served 12+ is reasonable as you now take away a huge chunk of income for up to 4 years
