Indeed; as such, in retrospect...
When the DA Form 199 (or similar Service specific document) is finally signed [e.g. after resolution of a PEB appeal/review and/or an one-time VA Rating Reconsideration (VARR) request, if warranted], then it's forwarded to the Transition Point Processing System (TRANSPOC) II.
To that extent, TRANSPOC II performs transition processing functions in which it generates the DD Form 214 (Certificate of Release from Active Duty or Discharge) document, and schedules the generation of retirement/separation orders from the U.S. Military.

Update on my status: got my 199 from Rhode island, did not appeal and but requested one time consideration as they low bowled and ignored some medical evidence. Once I submitted VA reconsideration to RI now the benefits changed from RI to Seattle. Did this happen to anyone? if yes, how long it took for results to come back?

Our cases both went to the VA on 6th Aug, so you getting your %'s back gives me hope as I sit here and wait.
Hopefully it won't be too much longer. Have you tried calling the VA 1800 number instead of going off of ebennies? They can't tell you much, but they'll tell you whether your case is in the rating or decision phase, small details like that. Keeps you updated as to whether it's moving or not.
Hopefully you're getting close, so in the meantime start trying to turn in your TA-50, and get as much documentation (LES, ERB, ACAP) as possible. It'll help pass the time, and you'll be more prepared for when your ratings come in.

I got an email from the VA inquiry stating that......
We determined your claim in process under IDES....... Our records indicated that a preliminary rating was completed in November 7, 2013 and the rating will be forward to the PEB for processing. " so I check ebenefits and their it was pending decision approval.... Super siked. It took me to get a DAV rep, a letter to the congressman, a letter to my senator, and a letter to Inspector General for Veterans Affairs for all this to happen. My timeline as follows:
04/05/13- profile written
04/10/2013- final profile is written
05/24/2013- completed QTC exams
06/25/2013- signed NARSUM
06/27/203- forward to PEB
07/24/2013- claim sent to VA and was accepted
09/20/2013- letter to congressman
10/02/2013- letter to senator
10/18/2013 letter to sent to VA IG
11/02/2013- got a DAV rep
11/12/2013- email sent stating my preliminary ratings are completed

My first MEB appt was April 1st. April Fool's Day!
I am at day 226 days in the 305 day process (RC)
The Army's average for VA claims is 161, and 150 at Seattle (my claim is at Seattle).
I am at the Army average today, with VA having my claim for 161 days, since 5June- 11 days past Seattle's average.
Using the Unfit Memo date of 9 July, I am at day 117.
Days remaining on my dashboard stuck at 219.
Being RC, I only have to clear Finance, I don't know about the Transition Office, but I know I have to return for my 214.
Currently have 75.5+6(half of Nov, Dec, and Jan)= about 81 days of leave.
My PEBLO told me that the VA has no access to VTA or IDES, that they rate and process claims, they do not have anything to do with anything but themselves and they will not allow information about themselves, their processing strategy of who gets rated and when, to be made public. That sounds right. What do we know about VA? We send a claim and we have to wait. That's all we know. It's a black hole. All the numbers, average days, everything- is speculative. I believe VA is lying their asses off to save face by producing fictional information that provides false hope. You can't depend on Ebenefits, you can't trust the IDES Dashboard. You send in a claim and wait.
Regardless of it all, VA has made me more than 100 days late. I seriously dislike VA. They waited until bonuses were taken away and jobs were threatened before they did anything to alleviate the backlog. They don't and won't give answers because their processing system is so convoluted. My DAV Rep called VA with me sitting in his office today and VA told him that the average processing time for a claim is 15 months, yes, the ratings are done, no, we can't find them, tell him to call his PEBLO... Typical VA answer. There is no first come, first serve and there is no queue, and regardless of how many are in front of you, it is nothing to call back a week later only to find out that the number in front of you has gotten bigger, not smaller.
