ROM vs dehabilitating?

I read the CFR for schedule of ratings and had a question. Now numbers may not be accurate it's just an example. If it says flexion of the spine less that 30 degrees i think is 40% but it also says debilitating for 6 weeks or more. So that means if i have a spine ROM of say 20% but i haven't been bed ridden or given doctors orders to stay un bed for 6 weeks ill get 0%? Basically the same for chronic fatique too.
 
the ROM and percentage are correct.
forward flexation of less than 30 degrees OR debilitating for 6 weeks or more (if that is the correct verbiage)
I am guessing you are talking about the lumbar. it is one or the other, not both
I know this because I was retired for lumbar and my forward flex was not 30 degrees
