The costs are based by the CBO on capped at longevity + the bills description is based on that verbiage too. Congress has yet to even pass CRDP for those with less than 50% VA disability. It's not going to happen. It has the same chance of that happening as someone hitting the lotto.
An update: I’m on a Zoom with the chief lobbyist on MRSA. He is 100% certain that the CBO estimate was based off of disability percentage with no offset and longevity cap. He stressed this does guarantees nothing in the final bill.

Soo when you wrote this does that mean those capped with longevity would benefit from the bill? We would receive our full retirement pay gross pay amount? I get nothing is guaranteed. I am just not sure if you were saying they were getting rid of the longevity. I mean, in my opinion, the retirement pay IS based off our time in service because it is a percentage of our high 3… so I do not even understand why they implemented the longevity formula. My retirement gross pay would be higher if I stayed in longer because my high 3 would be significantly more. So it is kind of like they are reducing it twice with the longevity formula…. But the person you spoke with said that it would eliminate the longevity or no?

Well honestly, if it does not fix the longevity cap then I don’t really care. To help the people at 18 years or whatever not get the offset If it does not fix the longevity math then it just helps long time in service with a LOW %…. Which still get quite a bit meanwhile people who are at 100% CRSC but were forced to medically retire at 8 years, get $460. I have seen people with retirement gross pay at: $4600 meanwhile someone who only did 8 years is at $2350, so I feel like the longevity is already there before the other math comes into play (obviously unless you are an officer cause then it could be high with only 6 years) lol

The longevity cap isn't an issue. CRSC was created to help recoup money lost due to the VA offset and not to be an additional income source. It was literally created to ensure that combat vets got their full entitlement which is VA compensation and their earned longevity pension. If its about being severaly disabled the VA already has extra compensation via SMC's.
