Re-Characterized = Retired....Now what?

Just got my letter!!!! May 2005 PEB 20% with severance pay. Started PDBR Aug 2014. Just got my letter from DoA 31 Aug 2016:

"I accept the recommendation of the Departmant of Defense Phyical Disability Board of Review (DoD PDBR) to re-characterize your separation as a disability retirment with the combined disability rating of 40% effective the day of your medical separation for disability with severance pay.
The rechacterization of your separation as a disability retirment will result in an adjustment to your pay providing retirment pay from the date of your medical separation minus the ammount of severence pay you were previously paid at separation."
Questions:
  • Severance was around 56,000...its all been paid back with deductions from VA disability pay, will I owe anything else? Will I recoup anything?
  • VA rating has me at 80% will that change?
  • Was E6 with 15yrs when medboarded....what will retiremnt pay be?
  • Am I CRDP elligble
  • How long from notification until orders, DFAS, TRICARE, ID cards...etc
  • Can I submit old medical bills for reimbursement for dependent care?
Kind of feeling numb, disbelief, overwhelmed.....

No, you should not owe anything, however you should receive retirement pay which is back dated.
  • VA rating has me at 80% will that change?
No, this should not change unless you decide that you want to request a ratings increase with the VA.
  • Was E6 with 15yrs when medboarded....what will retirement pay be?
Your retirement pay will be 40% of your retired pay base (average of the top three years of pay that you earned while on active duty. This pay will be offset by any pay that you received from the VA and it is taxable. Approximate DoD retirement will be $1400 per month. Your VA C&P award is about $1500 per month, so you may not see any money at all for back pay. It will take some calculations with the actual numbers (LES data, pay charts for years in question, VA C&P award history)
  • Am I CRDP eligible
You will not be eligible for CRDP since you do not have a 20 year retirement. You may be eligible for CRSC if any of your conditions are combat related.
  • How long from notification until orders, DFAS, TRICARE, ID cards...etc
You should see the orders in about 30 days or so.
  • Can I submit old medical bills for reimbursement for dependent care?
You may be able to. The first thing you will have to do is enroll them in a Tricare plan, and have it back dated to the earliest eligibility date (you may have to pay $$ so crunch the numbers). Once this has happened, you would then have to file a claim for reimbursement and see if they are willing to pay. This is a scenario in which you will need to really look at the cost to benefit ratio, you may actually come out in the negative if the bills are not significant.

My VA rating has increased since separation, the original VA Findings had me at 40% they were witholding about half that to recoup severance. Then in 2010 they awarded an increase that took me 70% backdated to Dec 09, they witheld all remaing owed for severance and began paying "Full VA Compensation" ...understanding the 80% VA is higher than retirment and untaxed I would opt to stay there, however the period from 2005 to 2009 would that be eligible for back pay, and is there some guru somewhere that will figure this all out or will ineed to start gathering rating changes?
Also, we had medical bills in excess of 50k for one of my childen that in 2008.... worth trying to recover any....paid almost 17k before filing for bankruptcy.

For the years your retirement pay would have been more than the pay you received from VA you will receive that back pay, as long as you fully repaid your severance. They will have the VA conduct an audit of the pay you have received and send it to DFAS who will manually do an audit of your file and pay what is due. It is a long ass process (excuse my language). They got my orders 22Jun and are still working my case. But I go back to 2003 so mine would take a bit longer.

Do you have any recommendations for my crsc application?
 
Yep, include any combat decorations; Army CAB/CIB, Marine/Navy CAR, Air Force CAM, or anything with a "V" device.

If you have a Purple Heart; definitely send that as well.
