Hi. My husband is still active duty and is getting medically retired. He received his proposed ratings at DoD-100% PDRL and VA-100% p&t. How likely is it that these could change when he receives his final ratings? Is it common?
Also, besides chap 35 benefits are there any other benefits that come along with his ratings?

Indeed, congratulations of the recent of IPEB findings inclusive of DoD 100% PDRL and DoVA 100% P&T proposed ratings!
In my opinion, I would say that it seems if the military service member or military veteran doesn't provide the DoVA D-RAS with additional medical evidence in order to prompt the need to perform an additional "in-depth" review of their proposed ratings, then a general basic review of the disability claim should occur to ensure that no major changes in ratings are required.
Being awarded a DoVA 100% P&T rating opens the door to potential eligibility for enhanced benefits of Dependency and Indemnity Compensation (DIC), Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA), Chapter 35: Dependents' Educational Assistance (DEA), and your state of residence/local VA disability compensation benefits too!
Moreover, a military veteran with a DoVA 100% P&T rating (either schedular or TDIU) who die within 10 years of the assignment of the DoVA P&T rating, their death must be caused or contributed to by a military service connected condition. As such, if within that 10 year period, the military veteran gets killed via a motor vehicle accident, then the military veteran's survivors will not be eligible for any benefits.
To that extent, once the military veteran has held a DoVA 100% P&T rating for at least 10 years, the military veteran may die via a motor vehicle accident and their dependant survivors will be eligible to apply for the enhanced DIC benefits.
Thus, I quite often comment that "possessing well-informed knowledge is truly a powerful equalizer."
