Property Manager Charging Me a Pet Deposit for My ESA

Hi guys, I need some advice.

My apartment approved my emotional support dog after I gave them my letter, but now they’re saying I still have to pay a pet deposit and monthly pet rent.
I thought ESAs were exempt from pet fees? I don’t mind being responsible if there’s damage, but paying extra every month feels wrong.
Is this allowed? Or are they trying to treat him like a regular pet?
Would really appreciate hearing from someone who’s been through this.
 
I'd agree to the deposit. It's only reasonable for the owners to want to protect their property. Remember, they have to have the place cleaned after you leave by a company that can provide allergy proof cleaning, not just normal cleaning.

As for the monthly fee; that's pure theft.
