I welcome a mod to fact check this if I give bad info, but generally speaking you cannot receive DOD & VA disability payments at the same time.

CRSC is intended for Chapter 61 (medical) retirees to help make them whole, but "regular" 20 year AD military retirees can apply for it as well.
COMMENT: CRSC replaces waived retired pay for approved combat related disabilities. I am a regular retiree and have received CRSC since 2006..
You can apply for CRSC after the appropriate grace period post-ETS (usually somewhere in the ballpark of 6 months) by filling out DD form 2860
and attaching all requested documents asked of you in the DD form 2860.
COMMENT: One can apply for CRSC after they have retired and I have not heard of a "grace period". One should ensure their retiree account with DFAS has been established though, before submitting an application.
You do not necessarily have to have gotten a rating from DOD for a combat or combat-related condition to apply for CRSC.
COMMENT: True and many recipients of CRSC are not CH 61 retiees.
Wait times vary, but at the moment CRSC is averaging about 90 business days from start to finish to wait for approval.

Not to give any names, but several of the mods here are qualified in calculating CRSC payments if you ever reach that point.
