Why does it seem as if PDBR workers have an attitude when you email them for updates. I have been waiting for almost 4 years and I emailed maybe every quarter for an update. Their response reads very aggravated at times. Anyone else have this experience?

I think it would be an aggravating place to work. Your case is an example, four years with no resolution! I would absolutely hate working at a place that gets further behind every single day.
I'm not justifying their behavior in emails, just thinking about a work day in their shoes. The PDBR and BCMR backlogs ought to an issues raises to MOAA, DAV, VFW and other like organizations.
