Need help with CRSC

Do you have to wait till you are out of the Army and have your DD214 before filing for CRSC? I know I saw one of the documents you had to submit was your DD214 but wasn't sure if you could just send it after you got out but file for it now

Army (Fort Campbell) MEB timeline
December 28, 2015 Enrolled (started MEB)
January 12, 2016 First meeting with PEBLO
January 14, 2016 VA claims complete with MSC
February 1, 2016 C&P Exams complete
March 28, 2016 MEB complete sent to IPEB
March 31, 2016 IPEB complete found unfit and sent to VA for ratings
April 10, 2016 Received unfit memo
April 11, 2016 EBenefits went from pending decision to review of evidence
April 18, 2016 EBenefits went to gathering of evidence
May 25, 2016 EBenefits went to under review with est timeline 03/23/2017 - 01/28/2018, still only one claim
June 8, 2016 New claim opened with just my referred conditions on it with a completion date 10/9 - 10/15/2016, under review, second claim was original and completion date 9/21/16 - 12/13/16, prep for decision.
June 9, 2016 new claim closed and went to historic other one went to gathering of evidence
June 9, 2016 Received for PEB findings
June 15, 2016 Recieved proposed ratings 40% DOD, 100% VA PDRL
June 16, 2016 Signed DA199 and sent to transitions
