My case was sent to PEB on October 4, 2023. The VA completed my proposed ratings on November 9, 2023 the PEB found me unfit and I was expecting my findings to come back around the end of January. However, the sent the case to the VA for clarification. The VA sent my paperwork back to the PEB and the PEB sent my paperwork back to the VA again. Is this normal and is there anything I can do to speed up getting my ratings? I am starting grad school in May and I am not sure I’ll be out in time.

to my knowledge and understanding, I do not think there is anything you can do? I believe once it gets to the PEB everything is out of your hands until your findings come back. It sounds like you are on the tail end of your PEB and hopefully will be getting notification from your PEBLO soon. You can try hitting your PEBLO/MSC up.
This happens occasionally. Usually the delay short. Unfortunately there is no way to expedite the process.
