NARSUM with VA rating

I am a reservist after my deployment in 07-08 I have had numerous health issues. I have been getting treated at the VA and all ready have a 50% rating for PTSD, 30% for IBS, 0% for Back injury, 0% hypertension. This gives me a combined 70% rating. Im going through my MEB now I did the C&P exams Jan 14. I have a copy of that report from the VA. My Peblo has received my NARSUM but says it will be at least a week before I can review it. My questions are how does this work since I all ready have conditions service connected by the VA? I have other issues like Asthma, Sleep Apnea and some orthopedic injuries in my report from the VA. Who decides what is service connected and what isnt? Sorry for the random questions Im just really confused and ready to get on with my life.

In response to your specific questions, I offer the following responses:

Q1. How does this work since I all ready have conditions service connected by the VA?
A1. NARSUM should outline the medically unacceptable conditions as determined by the MEB, and medically acceptable conditions as determined from the VA C&P Examinations

Q2. Who decides what is service connected and what isnt?
A2. Assuming the Asthma, Sleep Apnea and orthopedic injuries were listed and reviewed during VA C&P Examinations, the DoVA shall make the determination of service-connection or not as based upon objective medical documentation/evidence.

Thus, possessing well-inform knowledge is truly a powerful equalizer.

Thanks for the reply. I think the VA C&P exams were very thorough and the doctor kind of connected the dots with a lot of my conditions so hopefully that will all go well for me.
