Medical discharge to medical retirement

I was medically discharged back at Ft Stewart, GA demobilization after combat tour in 2003.
At the time the wait for MEB/PEB was almost 2 years...of which I would have been in medical hold barracks that whole and the medical Detachment commander pushed me just to take a simple medical discharge due to new PULSHES.
I could kick myself.
How do I "apply" for medical retirement instead? VA rated me in 2003 as 50% disabled and subsequently 100% T&P.
What would be my first steps??

You don't get to. You can submit an BCMR if there was an error or injustice. That will take years though. Also, what are you trying to achieve? Most soldiers that medically retire don't get any extra compensation. That is because any pension received is offset by any VA compensation. So even at 50% back when you got out would be higher so medically retiring would be to try to get Tricare health insurance instead of using the VA's CHAMPVA.

The other perk is that if you were retro medically retired then you could qualify for CRSC but that only pays if you have qualifying conditions and up to the amount of your earned longevity pension. So if you were in for example for only 4 years then the value of that pension being recouped is small. Maybe a couple extra hundred dollars.

The biggest issue is that you need to prove that they did something wrong. Being discharged instead of sent to LDES is not itself a reason. If however, you had an unfit condition and should have been put in LDES then you may be able to get that relief.
 
The CSRC is what I was hoping to achieve..I have over 14 yes & served in combat. I yes I had a condition that should have been referred to LDES
