Hi, so my peblo officer told me that by law its states that it will take no longer than 40 days from meb to peb. As of today its been 44. Is there anyway to call peb or any step i should take besides calling the peblo officer everyday?

There is no "law" that I know of. However it usually less than 40 days. You can call your PEBLO anytime. Though I would not "bother" on a daily basis, because you want a good rapport with him/her.
The holidays are probably slowing things down.
Pfftt. I'm at 10.5 weeks and still no answer. I also have never heard of a law that states that.
