MEB assistance please

:(My husband is stationed in Germany, and has been diagnosed with diabetes and was placed on insulin. His Dr. started the MEB process and had him placed on a P3 profile. Then he was assigned a Physical Evaluation Boards Liaison Officer (PEBLO). Whom has been no help at all!!! He does not anwser phone calls or phone messages or return emails, 4 to be exact. This started in April 2010, it is now July and the commander has not turned in the portion of MEB packet he is responsable for. My husband is due to rotate out of Germany Aug 23, 2010. I was told by a PEBLO here in the states that once the MEB email was generated the process must go all the way to washington DC. is this true? The PEBLO in Germany has led my husband to beleive that he may stay on active duty, is this his call? The Dr.'s have discovered that my husband had been bleeding in the back of his left eye, and has high blood pressure, and his blood sugars have been very high. I feel this would be a mistake for my husband to stay in (my opinion). We can't seem to get any assistance anywhere. Will my husband be able to PCS out? is the process complete? I was told he would need to sign a DA 3947 for it to be complete, and he has not. are they waiting for the commander to complete his portion of the packet? will this drag out until they get the commanders letter? then what happens? we feel like this so called PEBLO is jerking us around... HELP!!!

Sorry to hear of your husband's difficulties...Yes, the MEB will have to be forwarded to the PEB at Walter Reed Medical Center in Washington. The PEB will determine fitness (that is whether your husband can stay in or not and if not, with what benefits). The next step is to make sure the MEB is accurate. Your husband should take a hard look at what he wants for an outcome and then prepare accordingly. A very important factor for a 40% rating (30% is what gets him a retirement finding) is whether or not the diabetes causes regulation of activities (which has been interpreted by the courts to mean avoidance of strenuous occupational and recreational activities). If this is not clearly documented, your husband will not get above 20% (though, they need to also consider if he should be rated for eye injury or other residuals).

They may be waiting on the Commander's letter. After the MEB is complete, it is very important to review it and to see if he should request an impartial review and/or submit a rebuttal.

Thank you Jason. I showed my husband your response, and he told me that that is not what the PEBLO told him when he first talked with him. Now he can't get any response at all. Do you know how I would find out who the PEBLO's supervisor is? I have tried everything and I am not having any luck there either. ? Thank you for your help..
 
In the absence of asking the PEBLO, sometimes the MTF's have websites with staff directories. You could try that, or maybe Patient Advocacy. Glad to help.
 
I found the lead PEBLO's name and email address, so, I emailed the PEBLO again (5th time) and cc'd his lead. Wow.... we got a response, the commander finally sent the letter back, a nurse requested contact information. Our questions still have not been answered so my husband emailed the lead the questions we have. Waiting on a response. This process has been very frustrating to say the least.. I read how some have gone smoothly and then others who are nightmares I guess ours is part of the later catagory... As the days pass and things happen I will add to this blog as a record for me. I hope others will do the same, it seems to help..
 
question... because the comander's letter was just submitted after a three month wait will this extend out the time... I am under the impression that this process takes about 5 to 6 months, but, the comander waited 3 months to turn in the letter. So will this extend the process out 3 extra months?
 
oh! well I feel bad for my husband because he thinks he's leaving next month on the 23rd... I sure hope someone tells him before he lets go of his apartment and furnishings.....
 
Hello all, I am really confused now....my husband just forwarded an email to me that was sent to him and his comander. It is identical to the one sent back in April 2010. except for this is from a new person and they are asking for three more forms to be filled out. No other explanations as to what is going on. And, still no reply from lead or anyone else. Can they start the process over right in the middle of the other one? or is it just continuing on with the first one? Does anyone have an idea of what is taking place?
 
Hello, I have a small update... My husband was told today that by next week they will know if they are going to 1. either kick him out now or 2. watch him for 6 mo. and re-evaluate at that time to see if he is ready for phase 1 of the process... this sucks... cause this could be drug out for a couple of years....
 
Could someone explain to me what is phase 1 and what happens during that process. My husband was called today and told the he will start phase 1 in Sept. and why so far away?
