Hello,

I completed my C&P exams on 22 August and recently sent an email to my PEBLO asking about my NARSUM, all he said was "you are currently pending release of the results of your VA appointments". Does that mean being released to the MEB for NARSUM writing? Or release of disability ratings? I am just confused because I can see all my VA DBQ's in my Tricare online and view all of the medical notes, so I don't see why they are waiting on a release? (Navy Medboard)

The simple answer for Navy cases- the VA DBQs are being sent through your PEBLO to the drafters of your MEB NarSum to include in their write-up. Then the PEBLO will officially release both the NarSum and the VA DBQs to you, and the 5-day clock starts regarding your election of options- concur with the NarSum, seek an Impartial Medical Review, or file a rebuttal. If you and your counsel opt for an IMR, that will need to be filed with your election of options. If you choose to go to the rebuttal stage without an IMR, you have seven days from the date you filed your election of options. However, while that is pending and since you already have access to these reports via Tricare Online, please download your VA DBQ exam reports, look for errors and/or commissions, and plan with your attorney how to rebut them now by drafting your rebuttal on a VA Form 21-4138 with supporting enclosures- medical and/or nonmedical evidence- that corrects these mistakes. Then upload these documents now via your MSC so that the VA D-RAS in Providence will be aware of any potential deficiencies in these reports as their rating analysts begin the rating process upon receipt of completed DBQ exam reports. This might save you the trouble of filing a VARR if your referred conditions are rated too low or having to file an appeal on your exit review with the VA to correct errors in the non-referred conditions for which you are awarded service connection.
