I am confused as to how the ratings work for someone who has 23 active years of service. It sounds to me as if it doesn't matter what the IPEB offers (say it 10%). I believe what I have read is that you will receive 2.5% x Years of Service x retired base pay, which would be a better offer than the 10%. At what point does it behoove you to get a higher rating?

You have the calculations correct.
In most cases, it won't matter, because CRDP is maxed out at the amount of your length of service calculation. The things that would benefit by a challenge to the original findings would be if you could get a combat related finding (making the military disability pay tax-free). There may be other rare permutations when the disabilities are combat related that getting a higher rating than the length of service calculation would help due to operation of CRSC. Finally, for some members with a very high base pay, they may be able to do better with a higher military retirement (i.e., even with CRDP maxing out, they do better even taking into account the interplay of DoD and VA compensation. However, in these cases, you have to look at the Federal and State tax consequences, too).
In order to make an educated decision, you need to run the numbers under several scenarios making assumptions about your VA compensation.
