IPEB Outcome Help?

Thank you all for this forum. I'm so grateful for all the experts who have provided their insight.

Question - My package has been sent to the PEB. My PEBLO said it takes about 2-3 months to hear back.

It's my understanding that the PEB board itself meets very quickly. However, the rate limiting factor is typically the VA.

Therefore, in most cases if I don't hear the results of the PEB in a timely manner (i.e. 1-2 weeks) does that mean the board recommended "not fit" and I'm therefore waiting on the VA rating?
 
It took two months for the Army to conduct my IPEB. My packet was sent to them on 11/18 and they didn't look at the case until 1/3; I got the results back on 1/7. Meanwhile the VA had completed their portion around 3 weeks after it was sent to the IPEB on 12/9.

Timelines are widely variable and thus provide little information.
