IPEB confused on change of status

Hello,
I have been anxiously watching eBenefits for my status for a while now. One C&P exam was on 10/25/18 and the final one on 11/6/18 my status was at gathering of evidence. On Dec 16th 2018 my status went to “Compensation Preparation for Decision”, it has not moved till today Jan 8th 2019. The new status now says “Compensation under review”. Can anyone shed any light on what exactly this means ?

On my chart it should go from “Preparation for decision” to “pending decision approval” then to “notification” then to “completion of claim”. Nowhere have I seen “Compensation under review”...........help please. Thanks in advance for taking the time to reply.

I know the website itself says that it is not uncommon for it to bounce back and forth between steps, but it appears as though they are in the now pending decision approval step as it stated, just worded differently.
 
Step 2: Under Review
Your claim has been assigned to a Veterans Service Representative and is being reviewed to determine if additional evidence is needed. If we do not need any additional information, your claim will move directly to the Preparation for Decision phase.

Usually means the VSR has to fix an error or evidence is missing the RSVR kicked it back.
 
It has been in the “Preparation for decision” since December 16th, until today. Is it going backwards.
