If someone is driving their motorcycle to duty and gets in a car crash enroute, can they qualify for CRSC?

Buddy medically retired from the Air Force wants to apply for CRSC "Combat Related Special Compensation". He was riding his motorcycle to work and had a bad crash with another vehicle on the public road (Hwy 98) between the two secured sides of Tyndall AFB back in the 1970's.

Any way to legitimately tie it to CRSC seeing as how he was heading to Duty where they would have been performing "Simulated Combat Training" flight ops. His USAF job was Aircraft Electronics Technician.
 
I think thats really stretching it, and it also would not qualify as they were not performing the duties.
 
Yea a huge waste of time and not to mention contributing to the bad taste in the mouth of politicians who dont approve of compensation already. Can you imagine how many people would claim something in lieu of "heading to work to work combat simulated aircraft". I could say I injured myself falling in the shower while getting ready to work on CSA...
 
That's my thoughts on it too. My buddy seems hell bent on putting in for it because some of the "Old Timers" at a reunion said he'd get it like they did. My guess is they didn't qualify that with "It has to be combat related. My worry is that he's also putting in for IU at same time trying to up his rating to 100% after he quit working. I get the bad feeling he'll be tempted to lie or at the very least put misleading statements on paper to get the CRSC and wind up negatively affecting the IU application.

I've tried to explain it to him, but he's pretty much made up his mind. Hopefully the lesson won't be too hard.
