I have had luck with the 401-223-3700. Best time I have gotten a hold of them was between 13:00-15:00 CST
With that said... They never told me something that actually helped. It was slightly comforting just to know they had the package and was working it, but they won't tell you anything of real use.

I was just told by the lady on my base that the VA is running like two months behind with their packages. It really disappointed me and now I feel hopeless. I hope it’s not true
From what I have learned throughout this whole process is that nobody actually knows what the f*** is going on. Someone I work with had his package sent to the VA and it took only a week to go back to the PEB. They told me they have been seeing it only take a week. A theory that I have gathered and researched, when your ebenefits date changes and goes to pending decision approval, it’s on its way back to the PEB. Mine just changed Saturday and it went to the VA sept 18th. Haven’t been able to get ahold of anyone to check preliminaries and it wasn’t at the PEB today but the chief that answered said check back later this week because it was early this morning. I will let you know if my theory proves to be right.
I agree with your theory. The VA sent mine back last week. Getting my ratings back to the PEB and then to my PEBLO are being estimated at about 2 weeks.

So your date changed to probably two months later then original I’m assuming? So the way this was explained to me is that is the date that the ENTIRE claim will close and you start recieving benefits. So findings accepted, dd 214 has to be signed and sent to them, your basically out of the navy at that date. That’s the end game date, not the date for them to be finished reviewing for preliminaries. Because for us in the IDES process, it has to still be sent and QAd with the PEB and signed off by us with the lawyer etc etc before they can give a official rating.
Even better, so mine changed a couple times. When first submitted it was oct 6 2019- feb 2020, changed to oct 162019-feb 2020 but still no movement anywhere else( I think it wasn’t even at the PEB yet at that point), then just recently changed to dec 2019-Feb. just called today and the PEB just got it back from the VA. So it took about 2 weeks
