How is post retirement SCAADL paid?

Since medically retired soldier does not qualify for VA Caretaker, it is my understanding that he can receive 3 months of SCAADL payment post retirement. He does not see it on his LES but he did receive a miscellaneous payment via direct deposit. He is not sure if this is a SCAADL payment or something else. Where would a post retirement SCAADL payment be documented? He does not see it on MY Pay. So grateful for the guidance of this forum. Thank you.

Per the material I have read this morning, eligibility ends 90 days after separation or retirement. One source: LINK <----

"When does SCAADL eligibility end?
SCAADL can last up to 90 days after separation from service or retirement, but it does not automatically transition to the VA caregiver compensation stipend, a similar program that requires a separate application to VA."

Per the USAF, SCAADL is a taxable compensation. I suspect a 1099 will be issued for the year it was paid. Opinion: I have no prior experience with the program, but it seems odd to me that a payment termed "compensation" would be taxable. "Pay" such as in retired pay, is the most frequently used term for taxable DoD items.

Additional information, the VA Caretaker Program.

The VA caregiver stipend is considered a VA benefit and is not taxable.

Eligibility requirements for the Veteran​

All of these must be true for the Veteran you’re caring for.

The Veteran must have a VA disability rating (individual or combined) of 70% or higher. The Veteran’s service-connected disabilities must have been caused or made worse by their active-duty service during one of these periods of time:

  • On or after September 11, 2001, or
  • On or before May 7, 1975
And the Veteran must:
  • Have been discharged from the U.S. military or have a date of medical discharge, and
  • Need at least 6 months of continuous, in-person personal care services

The following seems to disqualify DoD retirees:
"And the Veteran must:
--Have been discharged from the U.S. military or have a date of medical discharge, and
--Need at least 6 months of continuous, in-person personal care services"

Was the soldier receiving SCAADL while on AD?

The line item on his financial institution statement for that month should provide a clue. I doubt the line item shows “miscellaneous.”
