Help with understanding where I am at

Any insight would be appreciated!

Currently in the PEB phase (10 June) and PEBLO sent an update with a tracker that stated my packet went through vote 1 with a comment that states “VA preliminary memo” (11June) On 24 June VA App updated to 5/5 completed and was lucky enough to get the decision letter emailed to me. My main question is, is it safe to assume the decision is unfit based on the preliminary vote and and the VA app updating with preliminary ratings? Just trying to gauge where I stand and what to expect. My PEBLO is responsive but gives me 0% useful information.

I'm in the same exact boat. My PEBLO called yesterday and told me that my packet went through vote 1 and was forwarded to the VA for proposed ratings. To answer your main question, my PEBLO stated that with the first vote forwarding to the VA for proposed ratings, we are unfit but it hasn't been officially posted.

On another note, I woke up this morning to a notification from the VA App. Went from no claims or anything being listed on the app to a 5/5 Completed and closed claim. When I click on it, it states "We decided your claim on July 07, 2026. We mailed you a decision letter. (...)." Stationed OCONUS so it's likely I won't see said letter for a week or so. The website and app both give me the option to view the letter online but no letters are populating. Will update once I hear from my PEBLO or the VA.
