26 Jun 2012 - Completed PTSD screen w/ diagnosis and reviewed NARSUM
10 Jul 2012 - Signed NARSUM which was then sent to PEB at Fort Sam
08 Aug 2012 - Receive unfit memo requesting rating percentage from VA in Auburn, WA
o PTSD (MEB Dx 1) (V1-No; V3-No; V4-Yes)
o Lumbar DDD (MEB Dx 2) (V1-No; V3-No; V4-No)
o Right knee osteoarthritis (MEB Dx 3) (V1-No; V3-No; V4-No)
o Left knee osteoarthritis (MEB Dx 4) (V1-No; V3-No; V4-No)
o Chronic left lateral epicondylitis (MEB Dx 5) (V1-No; V3-No; V4-No)
****not really sure what V1/V3/V4 are but is a yes good or bad? PEBLO says it has to do with taxes. From what I have found it relates to a disability being combat related and has something to do with how the DA 199 is filled out by the PEB.
o V1 = 10a
o V2 = 10c
o V3 = 10d

I am an active duty E-7 with 23 years of active service. I will hit 24 years in October 2012. Married with three kids under age 18.

I am still a bit confused on a few things:
o Is it more likely that I will be Temp or Perm retired?
o Anyone that has experience with CRSC, I may be qualified for this but not sure.
o Is CRSC a seperate payment in addition to VA compensation or in lieu of?
o Will I have to chose between regular retirement or a disability retirement?

It seems like there are two ratings that I am waiting on at this point. One from the VA and one from the PEB. Anyone have a ball park estimate on either rating that I might get?

I also wanted to thank you all for your insight. This whole process makes me nervous. My last job was delivering pizza in high school. I dont know when I am going to be kicked out so I am not sure when to start looking for a job. When I do find one, I can't even tell them when I will able to start. Anyway, thanks in advance for the insight and any pointers you can provide. Take it easy.
 
With over 23 years active the worst outcome will be a retirement of 57.5% based on length of service and VA payment(CRDP) on top of that. CRSC can help lower taxes for you. Did you take REDUX? You can choose medical retirement or LOS retirement. Sometimes it's better for taxes and other reasons and sometimes it makes no difference.
 
Yes I did take the REDUX at 15 years. Should I assume this changes things?
Then you will most likely want a medical retirement. It "negates" the REDUX. You'll have to wait and see what numbers come out, but REDUX is a big factor for anyone at 20 years.

everyone has been going pretty quick at the WA VA.... this is good news for me. They should start rating me in the next week and a half!
 
This could be bad news. Checking back on eBenefits to see if there might be a projected date, I saw the status changed again to pending decision approval. Seems a bit fast but who knows:

Mine is in WA as well and my clain was sent to the VA just a few days before yours and my rating is complete just waiting on them in the mail and PEB.

My ebennies did the samething. Everyone might see a change come Monday because I was on ebennies today and it is suppose to be an update coming this Sunday.
 
Flagman that is great news. I should see some more movement next week then. From what I can tell, cnce PEB gets ratings from VA then we are waiting again on PEB to finalize the ratings and send the 199 to your PEBLO. PEBLO will contact us for signature. After that it looks like it gets sent up for approval by the service PDA. Once they approve it then a message is generated to cut our orders from. Maybe another 30-60 days or so for orders?

On the V1,V3,V4 questions - Per my PEBLO, The "yes"es are related to pre-existing conditions, misconduct, and something else according to a PEBLO. No'es are best.
o Is it more likely that I will be Temp or Perm retired?
- If the conditions are identified on your MEB/NARSUM as stable then permanent is the most likely answer.

o Anyone that has experience with CRSC, I may be qualified for this but not sure.
- Depends on the cause. If caused by combat related, instrament of war, simulationing war. Do a google search "DFAS CRSC" there is a DFAS CRSC that will give you an idea.

o Is CRSC a seperate payment in addition to VA compensation or in lieu of?
-- See above. Per DFAS - CRSC pays you back for the VA offset. This is up to the amount of your time-in-service retirement. Not over.

o Will I have to chose between regular retirement or a disability retirement?
- You get the higher of the two. Your combat-related disability portion of your retirement will be tax free. (i.e. 60% disability with 30% combat related = half of your retirement will be tax free). You will get the retirement that is best for you, but either way the combat-related percentage is tax free.

- The current standard is that the Army tells the VA what the Army cares about (refered issues). The VA comes back with its proposed ratings. The ratings are separated between the refered and other issues. They will propose to the Army what are the total percentages (using VA math). The PEB uses the VA's numbers for only the referred issues. In the letter, the VA also provides their proposed total disability as well as a projected VA monthly payment.
 
"Unofficial" update. A local VSO rep took a look at my case, which is pending VA ratings right now. Not sure if these have been sent back to PEB or not. Case is still pending decision approval on eBenefits which I understand will not be closed out until they get my DD-214. Looks like 60% to me.

50% PTSD
10% Left knee
10% Right knee
10% Lumbar
0% Left elbow

All five conditions were listed as unfitting on the letter from the PEB to the VA so I assume that the DOD should be around 60% as well. I guess its back to the waiting game.

You should receive this letter soon. We provided a copy of your proposed Rating Decision to your Service Department Physical Evaluation Board Liaison Officer (PEBLO). Your PEBLO is located at FT SAM. Please direct any questions you may have after reviewing this letter with your PUEBLO."

Congrats. It took two months for me to get my initial 199 from JBLM after the VA's proposal was written. Getting the letter early from the DAV was a great de-stressor, let me plan my next move, and if needed get some MD's comments to improve the VA findings on a reconcideration (not needed).

Hopefully the PEB at Fort Sam will receive the proposed ratings this week. Maybe it won't take them two-months to get the 199 done. I cant find it now, but I seem to remember a recent post that someone said the PEB system was down at Fort Sam and it would be a few weeks before they could continue processing any paperwork. I hope I misread that.
