I was supposed to have one because the IPEB did something that didn't make sense & should have been an easy fix. When I had my first conversation with the PEB attorney and he asked me what I wanted the PEB to do he said "that's it?". My attorney agreed it didn't make sense and he was able to have PEB make the changes without actually meeting. It was all done via phone & email.
FWIW, he told me the PEB prefers to resolve any "simple" cases before the board date. YMMV.
Mine was more of clerical error that would have had bigger impacts later on. If something is wrong on the paperwork and that item actually matters (consult attorney) than it is much easier to fix it before you get out.
