I retired on June 10, 2013 and VA got my DD214 on May 29, 2013. Please look at attached file and help me to understand what is 5103 waiver and if my claim completed on June 25 as shows why I did not get my finalized rating and VA rep can not answer my question. Also when I can expect to get my finalized rating.

When you retire and become a VET, the VA closes your IDES(proposed ratings) and open new claim which are you final ratings which can take 1-4 months maybe more post retirement
As you see on attached, but new claim never opened.
Your better off contacting a DAV rep and seeing if your ratings have been finalized yet
