FASTRACKED twice, DENIED twice

If a PEBLO attempts to fastrack a package twice and the package is denied both times, what is the likelihood of that individual staying in? The first fast track was denied and returned due to need for more information. Once complete, the package was resubmitted with new information using the fast track option and was denied the second time. The package was mandated to a full IPEB after second attempt. Package is for chronic knee pain (no running or walking), loss in ROM and chronic kidney disease stage 1. What is this person's likelihood of remaining in the military?
 
My best guess is that a fast-track that recommends full PEB likely means they don't believe continued service is good for the SM. Just a guess on my part.

I was initially fast-tracked and it was kicked back PRONTO (within 3 weeks or so) for the full PEB process. I am now set to retire (PDRL) in July 2011.
