eBenefits chat?

I have seen at least one person say they got faxed proposed rating by using VA chat, however every time I have attempted to use eBenefits chat, I am informed that it is only for technical issues and registrations. Is there a different chat that I am missing somewhere? Thanks in advance.

The Ebenefits chat is not reliable half the time. It will be alot easier to call.
