Does MEB/PEB process have access to pre-service civilian medical records?

Why? are you claiming things that were pre existing that you were not upfront when joining? You can still be SC for it if you prove the service aggravated those conditions. Often doctors can tell if something happened in childhood or not and will annotate in your records but not always.
