Anyone here get told by DFAS that some of their retroactive pay has to come from the VA? DFAS only paid out about 40% of my calculation and said the VA owes me money. Is this common?

The VA does not pay CRSC; they pay VA compensation, including retroactively.

Upon increase of my VA ratings, I often had payments from both DFAS and the VA. I have a regular retirement.

There are several different possibilities, but one has to waive retired pay in the amount of VA comp received in order to receive CRSC . CRSC replaces some or all of the waiver/offset. It sounds like you possibly did not waive retired pay for a certain period, resulting in not being qualified for CRSC. Just a guess.
