I am currently in the PEB phase and just signed a VARR. My attorney has submitted it to my PEBLO and she refuses to submit it without my COAR packet. I thought I had until my final ratings have came back then I get 10 days to submit it before transpac gives me the final 90 day notice. I know for a fact my ratings will change, they gave me 10% for my right hip and I have had a total right hip replacement, which by regulator guidance is an automatic 30%. My 199 will have to be rewritten and processed. Then I submit it after receiving the updates one. Reason I need to delay the COSAR packet until last minute is I am 100 days from my 20 year letter National Guard retirement. And my state is currently not doing approvals for that. Can my PEBLO force me to get her the COST packet now or can I wait until after final ratings r back?

Is your commander of your unit know your situation? Is he or she support you delaying the process? I don't see how your PEBLO can discipline you. This might be a good opportunity to delay the process if your PEBLO will hold off submitting the paperwork due to not having COAR packet. From my understanding you don't submit the COAR until your PEB says your are unfit and gives your your proposed ratings. Then you have 10 days to submit the COAR packet. I am assuming the process is the same for COAR though as I have only researched COAD.
I have received my first ratings and my unfit memo, but have passed on the formal and requested a VARR. If approved, my ratings will change as I expect from 10% to 30%. And my 199 will have to be amended. As I thought once u get your last no bullshit ratings u have 10 days to submit your COAR. Is that true?
