Clarification on DOD /VAf

For DOD Max percentage at 75% (taxed)
VA percentage rated at 90%

So, dependent on what the numerical value x 75% (DOD)comes out to I will ultimately get the higher of these two. If, VA 90% (1,999.99) is higher than my DOD Max at 75% then when my VA claims is officially said and done on my last terminal leave date...I will ultimately get the VA (90%) right? I was told however that there is a 45 day period where I will not receive the VA pay after terminal date for whatever reason but in the mean time I will be getting the DOD retired pay until the claim is finished. I was also told that the DOD Max at 75% number which is less than my VA... the difference will also be added to my first VA payment after the claim is completed and final on my last terminal day (keeping the 45 day has passed in mind). Kind of like a back pay thing im guessing...so until then im not receiving VA pay but DOD Max 75% number pay.
I'm tracking this is correct right?
 
Generally, VA compensation begins to accrue the first day of the month following the effective date and is paid on the first of the next month.

Effective date: 22 August
Begins to accrue: 1 September
Paid: on/about 1 October

VA comp is not prorated.

DoD retired pay can be made for a partial month.

Yup, so VA pays for the month prior and pays the "september" month in October
Where as DOD retired pay is the first of the month

In my example, there is zero VA comp for August and the first VA payment will be around 1 October For 1-30 Sept.
