Changing to P&T after a long road...

I have a huge TBI/Seizure history in the military.
(all TBI's closed head injuries) All medical proof+ MRI's+EEG's+etc+anything and everything
Rating is currently 100/100 Va,Army
  1. 2003-MVA/Coma VA hospital 2 months
  2. 2008-Iraq-Lots of close range blasts,+ TBI+Seizures Begin
  3. 2009-Leave Iraq seizures don't stop(get worse)+ER visits, different nuero's +meds+ pcs
  4. 2010-Deployment-Iraq-TBI-Seizures again- medavac
  5. 2011,2012 cont 2 get worse different docs more ER visits another TBI
  6. Just cont's Commander finally says this is insane and sends me 2 wtf its called where they out process u ( i cant remember right now)
End of 2013 meb'd.

How do I go about having my rating( orwhatever p&t is called) switched? this is fxcking insane, even the lady doing my c&p was like how the fxck did u get 10% for ur tbi and 100 for your seizures.

Sorry if this makes no sense but its late, I am tired, my wife is divorcing me, she is a lesbian, we have been married over 7 years and have a child ......Thanks 2 anyone who understands this and can help me.
 
The 10% for TBI vs 100% for seizures is due to pyramiding rules. They can only rate a symptom once. So while seizures can be rated under TBI, if they can break out the seizures to a different code and then give a rating for other symptoms, that's the right way to do things. A single 100% rating makes you possibly eligible for SMC-S down the road, so the 100% + extra percentages is the right way to do things. 100% isn't the highest rating possible.

Its unclear who you want to consider the problems permanent. P&T is a VA determination, you already have the total part, the permanent is just a question of if they need a future exam. Sending in a doc's note about the permanency of the condition is the best way to contest that, but its unclear what you hope will be gained by a permanent designation. If its simply wanting to know you'll never need a C&P exam, a permanent designation doesn't actually accomplish that. Just because one isn't scheduled doesn't mean a reexam can't happen unfortunately.

If it is that you are TDRL and want the Army to determine PDRL, taking that same doc's note about the condition not going to improve and try talking to USAPDA (https://www.hrc.army.mil/TAGD/TEMPORARY%20DISABILITY%20RETIRED%20LIST%20TDRL%20FREQUENTLY%20ASKED%20QUESTIONS). I haven't heard of them granting early evaluations, but nothing is stopping them from doing so.
