Benefits Delivery at Discharge (BDD)
Service members must be within 60-180 days of separation or retirement to participate in the BDD process.
A BDD claim package must include:
  1. VA Form 21-526, Veteran's Application for Compensation and/or Pension,
  2. Service treatment records, copy or original,
  3. Known date of release from active duty or full time National Guard duty, and
  4. The service member must be available for examination(s) at the point of separation prior to discharge.

Benefits Delivery at Discharge Sites Expanded
The Department of Veterans Affairs (VA) has expanded its Benefits Delivery at Discharge (BDD) Program for separating service members. The BDD is offered to accelerate receipt of VA disability benefits, with the goal of providing benefits within 60 days after release or discharge from active duty. BDD allows a service member with at least 60 days, but not more than 180 days, remaining on active duty to file a VA disability claim

prior to retirement or separation from active duty. Service members should be
aware that BDD is a time-sensitive process and in order to receive benefits within the goal of 60 days following separation, members must submit the claim within the time indicated. The time is needed to complete medical exams before leaving the final duty station.
How to get started:
Service members will need to submit the VA Form 21-526,

Veteran’s Application for Compensation and/or Pension, to the nearest VA Regional Office. The application can also be completed on-line at the
VA’s website (www.VA.gov) using the Veterans Online Application (VONAPP).
 
The Pre-Discharge Program for Disability Compensation

The Pre-Discharge Program is a joint Department of Veterans Affairs and Department of Defense program that affords service members the opportunity to file claims for disability compensation up to 180 days prior to separation or retirement from active duty or full time National Guard or Reserve duty (Titles 10 and 32).
The four components of the Pre-Discharge Program are:
  • Benefits Delivery at Discharge (BDD)
  • Quick Start
  • Disability Evaluation System (Pilot program)
  • Seriously Injured/Very Seriously Injured (SI/VSI)
While in the Pre-Discharge Program, members may also apply for other VA benefits, such as Vocational Rehabilitation and Employment, Education, and Loan Guaranty.


BDD and Quick Start are available nationwide and open to all service members on full time, active duty to include members of the National Guard and Reserves. Members of the Coast Guard may also participate. The process can begin at a military installation/intake site (Excel) or VA Regional Office.
Two overseas military installations have processes in place to accept BDD claims: South Korea and Germany.
Use the VA electronic application process (VONAPP) to apply for BDD or Quick Start. In order to expedite processing of your claim, call the toll-free number, 1-800-827-1000, to obtain the address to send a copy or original of service treatment records.
