The minimum DoD percentage for TDRL is 50%. However, if the evaluation DoD percentage is 60% or 70%, they would receive that percentage. If the DoD was 80%, 90%, or 100%, the retiree would receive 75% which is the maximum. The word "receive" in this context is the percentage used in the computation of retired pay.

Disability retiree with less than 20 years AD. The amount of VA compensation is 3000 in this example. The amount of DoD retired pay is 2000 in this example.
2000 retired pay minus 3000 VA comp amount = zero retired pay received. The retiree receives only 3000 a month in VA compensation.
