Are you a GS Civilian that went through PDBR and got upgraded to Retired?

When a veteran starts working for DoD their civilian leave is calculated based on how many years they served active duty. However, if a retiree starts the same job their years in the service are not used for this calculation. My question is for anyone that started DoD Civil Service as a veteran, but later got the decision that they were now a retiree. I am trying to figure out if my Civilian Service Computation Date is going to change (I am assuming it will) since I will now be considered a retiree. Larger question is will I have to pay back the excess leave I earned? I was earning leave at a higher rate since my 9 1/2 years of AF Active Duty time counted.

My husband is a D.O.D he ask and was told no. However, Fort Leonard Wood's CPAC is one of the least helpful and usually give out wrong info!!! Literally the worst. so don't go off what I just wrote. lol

So, he asked and they said he would not have to pay it back? But I assume he isn't far enough into the process to know for sure yet? Thanks for your response. I hope we don't have to pay it back! LOL

us too. My husband just bought back all his time so he could retire from the GS program the next time they offer a VERA. This adds a bit of fear into all this. There's so many unknowns and we are learning that aside from this forum and everyone here, there are no answers there is no guidance. There's nothing. We are all still pissing in the wind. The worst is trying to get the tricare back pay situation figured out. literally we are being told, "yeah you apply and get reimbursed but how to or who to contact....There are no answers.
 
I've contacted my local VA medical centers, the VBA, the VHA, the Coast Guard Medical Benefits HQ, and the local Veterans service centers and they know nothing about what the PDBR even is. Zero guidance, it's sad, and is the exact reason why we are all in this mess in the first place. Lack of accountability, communication and guidance.

We too ran into that. the lady at deers just stared us down. Wanted all our paperwork. Looked very suspicious at us. When my husband contacted CPAC today to get proof of our premiums and they as why he needed the info (not that it's any of their damn business) when told the lady she said its not a real thing, did not know about it, and again acted like HE was doing something wrong. While I am so grateful we are finally at the end of the tunnel, I am angry that it's so hard to get to this point and you still know nothing more than you did when you started. I mean really I expected a detailed sheet of instructions on what to do and what to expect. Yet here we sit still wondering without a clue.

Medically retired 40%, my active duty time was used in calculating my leave. My retirement orders were used to calculate my civilian service computation date.

Retiree not equal to medical retirement.

PDBR will not grant you a retirement, only a medical retirement.

Thanks for your reply. So after you went through PDBR your SCD date did change but your leave date did not? Did I understand that correctly?

No PDBR. However all the PDBR only will grant you a retroactive medical retirement, not a regular 20Y retirement.

The operative word is "eligible". Unless you have quite a bit of unreimbursed medical expenses, it makes no sense to request a retroactive award of Tricare benefits. As far as the SBP plan goes, if you elect to purchase coverage, there will be retroactive payments for the benefit. SBP premiums are calculated based upon your date of retirement, your age and your spouses age.

I just had my SBP briefing this week and I was told that your back premiums could be held from your back pay for retirement. She also said that if you aren't getting back pay due to VA offset then DFAS will set up a payment plan so you don't have to pay it all at once.
 
ok thanks. I got the packet completed today and dropped in the mail certified and signature. now the wait. Got on with Tricare and signed up for Tricare select due to no MTF on island. During no premium required for enrollment, Group A. TRDP, still waiting on phone call. According to the Website, have to pay monthly premiums for enrolement for dental.

This is absolutely awesome to hear! I did some rough calculations and if I get upgraded to retirement and FERS recalculated my leave, I would have to give up an extra 10 to 12 grand on top of everything else.
Not to keep my fingers crossed that I get approved.
