A short background, I was medically separated under theNavy IDES in May 2012 @ 0% with severance. I received the severance payment minus taxes. After separation the disqualifying diagnosis rating was changed from 0% to 10%.
Hopefully this can help someone out in the future in getting their taxes back on the severance. Keep in mind, I was in the Navy so the phone numbers and addresses will be different for different branches.
I included the following as a cover letter with a copy of my DD-214, VA award letter , and VA letter stating that a portion of my VA monetary allotment is going toward paying back the severance amount.

Dear Sir/Ma’am,
I was medically discharged from the U.S. Navy on DDMMMYYYY. I was awarded severance pay in the amount of $XX,XXX.00. My disability severance pay was taxed. This money was withheld for payment to the IRS.
I have now received a disability rating from the Veterans Affairs (VA) for the same disability for which the Navy compensated me, and in the same calendar year that I received my severance pay. Therefore, under the provisions of 26 U.S.C. § 104(b)(2), I am eligible for DFAS refund of the taxes withheld.
Enclosed are copies of the following documents to support my request:
· VA award documentation
· DD-214

I titled the email, Non Combat St. Clair Decision.
The number to the Navy separations division that processes these is 216-522-6289 Option 2. They can provide the email address or fax(don’t fax it, they'll “lose” it) to you. I checked back every 4-6 weeks on progress. Mine had a lot of hiccups so I put this together. There are many like this one on this site and throughout the internet, this one worked for me as a Navy member and separated under the IDES process.
Feel free to ask any questions you have, I will answer them as best I can. Just want to help everyone out. Thank you very much to to previous people that have helped to make the cover sheet that I grabbed off of here and to Jason and the rest of the admin for having such an informative place to put this all together. The squeaky wheel gets the grease.
