am i eligible to apply for pdbr?

OK I think I have an unusual situation here. Well I was placed on tdrl with a 60% rating when discharged back in 2004. In 2005 i received a VA raiting of a 100% for systematic lupus 10% carpal tanal, 10% residual scar for umbilical hernia, 10% scar for post catheter infection, 10% neck scar post blood clot. 2010 approved for ssdi.Then I had an review board in 2008 which my findings were reduced 10% unfit with no other benefits. I then appeal that decision which I never had a response to until a year later I called them they stated that they had separated me with a 10% severance pay. In which I called around and discovered I was never issued that pay or did the VA recouped it. So I was told that I had to go to BNCR to correct for an appeal to change the decision. In which I did in 2010 nothing ever happened couldn't reach BNCR by phone, via web I was told that it could be greater than 12 months. With that being said I waited without any responses until February 2013 to start contacting again after so many failure # I finally reach someone only to find out that there wasn't a claim. So my question is that is it better to contact the PEB and tell them to mail the letter they claimed I should have received and issue severance and flie a claim with the pdbr to reevaluate. I am aggravated with all this cause at the moment I can't get medical through champ VA for my husband because the system register me as retired and eligible for tricare. Contact tricare I have to provide paperwork of retirement in which I don't have. Can someone help me please. Thanks in advance

Seems to me that your due at least the severance pay from the DoD. I see no reason not to contact the PEB and see if you can get some insight.

As for PDBR, if you were actually separated (sounds like you were), then yes, you could go to PDBR based on what you wrote. There is some lack of clarity in your situation (e.g., the situation of whether you applied to BCNR or not). That could impact things.

I have lost all contact info I had to reach them dealing with tdrl. When I call the customer service # they claim a supervisor will contact me back and hasnt . called again its the same thing. Lastly in early November I chatted with a Mrs. Burton whom was to email me the copy of the separation letter in which she had someone else to email me that. I have been responding to that email requesting that Mrs. Burton contact me back, still no response. All I have is a adobe form letter of a separation dated 16 Oct 2008. Not sure if its a separation letter. Subj: Notification of decision. This Mrs. Burton suppose to be the person to issue the severance. I also have left messages on her supervisors phone a Mrs. Green. Now I have no contact #. I'm feeling lost here. They claiming I'm separated with severance Pay but without further disability benefits.
