199 time? Timeline from Eglin AFB, FL, Army EOD TNG DET so far

24 January 2012 MEB Initiated.
6 March 2012 VA Exam
23 May 2012 NARSUM Complete and forwarded
4 June 2012 MEB Complete and forwarded to PEB

As of today, 3 October 2012, I am still awaiting ratings. I called Seattle and spoke with someone who told me my ratings were finalized and forwarded to Ft Sam on 24 September 2012. I keep harassing my PEBLO with phone calls because he never calls me or keeps me in the loop on my status. I have initiated the second Congressional inquiry on my case to find a status or timeline and an IG complaint for lack of action on it.

I'm a rare case. I enlisted with a college degree. In the downtime for this MEB process, I have applied and been accepted to a very prestigious MBA program at the direction of everyone involved in the process. My PEBLO and medic told me I should have been out by June 2012. Because of this slow and inefficient process, I've already had to defer to the January 2013 term from the August 2012 term and have also had to turn down 3 jobs in between. I estimate that the deferment has cost me roughly $20k.

Can anyone tell me the average time it takes to draft the 199 and receive orders afterwards?
The PEBLO and VA continue to point fingers at each other and displace the blame. I'm getting to the point to where I have no other choice but to try to bring as much political attention as possible to the situation because I'm constantly in the dark. I'm already committed to the school and placement afterwards starting in January.

Anyone got any advice or words?

I can tell you from personal experience, I recieved my first DA 199 in June and Appealed and been waiting since then to get my revised DA 199. My MEB was started in Janurary 2012 with VA appts in Feb 2012.
 
UPDATE:

Spoke with SFC Vargas at PEB in Ft. Sam. She is now tracking my case and will expedite it since it has been so long. She informed me that my case has not been updated in the electronic system so I spoke with the VA directly. The VA told me that my case was kicked back in the review but could not tell me why or why they told me that my ratings had already been released. SFC Vargas is contacting her POC at the regional office to try and find out what the hold up is. I was informed by the VA that it could have been kicked back from something as minor as a type, to something all the way up to a re-rating.
 
So I still haven't gotten my 199. My ratings have been complete since 9 October and I've been calling SFC Vargas every damn day. I've been getting the "tomorrow" treatment for 3 weeks now. Anyone hear anything?
 
Got my ratings today of 70% dated from 5 October 2012. The system is back up and fully operational again. I will be signing my 199 tomorrow and be placed on the TRANSPROC list. I am told that because of my deadlines, I am being expedited and should have orders in about a weeks time.
 
Got my orders on 12 November finally. I sign out of Ft Rucker tomorrow. I had to call HRC directly because they messed up my orders and had me at the wrong transition point. Glad I caught that one early. Don't leave anything to chance.

My ratings are 30% Army, 70% VA. Perm retired list.
