113 day FDC VA

Quick question for anyone and everyone. I probably already know the answer to this but does the VA's claim of 113 days for a full develop claim have any effect or does it apply in any way to personnel in the IDES system that is waiting for preliminary ratings?

5/16/13 - referral to MEB
5/20/13 - PEBLO counseling
5/21/13 - MEB briefing
5/22/13 - Pre C&P interview and meeting with VA MSC
6/7/13 - Mental QTC Appointment
6/10/13 - Mental telephonic interview with Dr writing mental NARSUM
6/14/13 - Physical QTC Appointment
6/21/13 - PEBLO's CA notified me that my QTC exams were in
7/1/13 - PEBLO's CA notified me that the NARSUM's were in and the 3947 was being forwarded for signatures
7/8/13 - PEBLO issued complete packet to me to concur - Fails retention standards for Bilateral Shoulders and PTSD
7/10/13 - MEB packet forwarded to PEB (Fort Sam Houston, TX)
7/15/13 - Unfit memo (not received until 7/31/2013...) Findings forwarded to VA

I posted in the case timeline section about Seattle D-RAS. It is its own little beast. Right now the avg time is 167 for preliminary decision from D-RAS back to the PEB. I saw that and was confused... This is what was said in that post under the Seattle thread: "-- Currently Preliminary cases are 167 days. Day 1 is the day D-RAS receives the request from the PEB." That is basically when our unfit memo was done right? If so then we are basically only 75 or so days (15 July versus 19 July) into the 167 day average. Hopefully I'm misunderstanding this. Thank you for your quick reply earlier.

Sadly, you are correct about what day we are on. Now mind you this is an average as of that day and I'm sure there are circumstances that get packets done quicker. But, I was told they are strictly on a first in first out unless there is an exception for the expediting. Difficulty of claim or number of conditions do not matter anymore. I was quite surprised when I was told 167 days too, because everyone was saying things are moving quicker. But, I was even more surprised when I was told I was 4700 in the queue.

I think there is an effort to hide the data because they don't want to deal with the shit storm. It is easier just to tell us to hang in there and check back in a couple weeks.

If possible without compromising any friendship or anything like that, could you tell us how to find out our number in the queue? If not, I'll understand.

I don't want to be evasive, but I will need to get more on that. I was told that PEBLOs and MSCs should be able to generate the report. However, that may not specifically refer to position in queue. If your MSC can't provide that info then I would request to speak with their supervisor.

I will try to make contact with the person that provided me the info and try and see if I can find out exactly what steps are taken in VTA to get this information so that everyone can guide their PEBLO and/or MSC.

I'll do my best to get you a better answer by next week, after I tackle this PCS Home awaiting orders issue.

Outstanding, seriously thank you. The information that you have already provided, while not being the best news, has helped my nerves and planning process tremendously. Anything else will definitely be icing on the cake. Please continue to be as active on this board. While most might not respond, I'm sure plenty of people have seen that post from the Seattle thread. It definitely has helped to shine some light on the infinite darkness known as the VA.
 
Finally, got word back on how to look up this queue.

Technically, it is not a queue. What they can do is look up the list of pending claims in VTA and see how many have a date older than yours. Since they are taking oldest claims first, this will provide a rough estimate of your position.

I was told they are currently working on May and June claims.
 
i spoke with the MSC last week and she told me that they had a conference call the day that the shutdown ended and basically they were working on May claims. sounds like we are getting like information
 
TheDwarves1 got his rating (Unfit Memo 2 July). That's awesome since my date is 9 July.
So they're working on May and June? It appears that the possibility exists that all of June has been issued to raters and work on July cases has begun. Well, he got his ratings; then isn't it obvious that work on July cases has begun? I'm just trying to find a silver lining.

I just spoke with my PEBLO and she said that she looked in the system again today and that my packet hadn't been touched. She has emailed her supervisor (supposedly last week when we spoke) and they are supposed to be taking it up the chain. How much of this makes sense or is untrue?

I am of the belief, most people in this system will say whatever to get you to leave them alone. Do you know what day the VA received your unfit memo? I see your sig has 7/15 and 7/31. Also has ebenefits had any movement. People say it is not accurate, but trying to be an optimist, I would say that it is probably better up to date for newer cases than in the past.

I would sit with the PEBLO and have them pull you up on VTA and have them show you your case. Have them pull all the notes too. I would then ask the PEBLO for a suspense on when you will hear back on the matter. After that suspense, take it up the chain yourself.

Ping your MSC too and do the same.

They may get annoyed, but they are paid to be Liaisons and Coordinators.

If I remember correctly the VA 1-800 number hacks told me that they saw some things that didn't make sense to them. One entry in their system for 21 May (the day that I first saw the MSC) and then 15 July. With that being said, this PEBLO was the same PEBLO of a soldier of mine that was boarded Aug 2012 (he started his PTDY and terminal in Feb 2013, VERY FAST). She's not very talkative but always answers her phone and even called to apologize about the MSCs and other personnel being furloughed during the shutdown. One thing that I do know is that if anyone wants to see their PEBLO at Fort Gordon, they must first go (in person) to the MEB office and request an appointment, which I believe she can deny and just call (not sure, never done it). I guess I'm just trying to figure out the best COA, what do you mean by pushing it up the chain? My chain of command or through the MEDCOM chain (via ICE complaints and whatnot).

In this case, I would go through PEBLO channels and speak with the PEBLO supervisor. Document what they tell you, so if they don't follow through then you can let your supervisor know the issues and see if they can get some answer. If that doesn't work then go to the Ombudsman. If you are quiet about it, then everyone assumes you are ok with the situation.
 
the IDES dashboard I just received say D-RAS averages 140 days for Army folks.
 
I signed up for the dashboard under the ebenifits and it opened in my AKO, this seems to be the most up-to-date on information of where you are in the process. Gives you dates and if they hit or missed their timeline and what the Army's average is on that part of the process. I highly recommend everyone getting the Dashboard. Cool stuff
