I'm appealing to be put on PDRL. Is it possible that your rating could be lowered at the FPEB?

Got my ratings back, 60% DOD 90% VA, but it's on the TDRL. Having a hard time figuring out why they would put me on TDRL with a permanent disease with no cure (Ulcerative Colitis). Would it be advisable to appeal this to the FPEB to get it changed to PDRL?

VA.gov now shows that they mailed me a letter and that rating decisions were made... it directs me to ebenfits to find these ratings, but it's not updated on there. Is there anyone I could call that would have them? My PEBLO said she didn't have them yet.

Or is it just a historical version that my PEBLO sent a couple months ago? I was just found unfit and was sent to the VA for rating decision.
