First, remember that you will be compensated on the calculation for those with 20 years or more of service. In your case this will be 2.5% times 23 years= 57.5% times your retired base pay.

You may have a case for a higher rating from the military, it is hard to know without more facts. But, recall that you will have to be rated at 60% or higher to do better than your current length of service calculation. I would be interested in seeing if you should be rated under Incapacitating Episodes rather than on range of motion limitation.
I can't guess at what will happen at the VA, but the process there is, in my opinion, more likely to result in a higher rating due to application of the VA's duty to assist claimants and the more robust (relatively speaking) appeals process.
